Timing Advance and Cellular Point Location Estimates

Cellular location data continues to play a critical role in modern investigations, helping investigators establish movement patterns, identify areas of interest, and support investigative decision-making. 

To help the law enforcement and digital forensics communities better understand the strengths and limitations of commonly used location datasets, Forensic Analytics has released two new research papers: 

  • Timing Advance: Updated Findings 

  • Cellular Point Location Estimates: Accuracy & Reliability Testing 

Together, these papers provide the results of extensive real-world testing designed to evaluate how accurately cellular location data reflects a device's actual location and what those findings mean for investigators. 

Timing Advance: Updated Findings 

Timing Advance (TA) is one of the most frequently used forms of cellular location data and is commonly relied upon to estimate a device's distance from a serving cell tower. 

While TA is often perceived as highly accurate, the latest research shows that its strengths and limitations must be properly understood before drawing conclusions about a device's location. 

Based on testing across more than 22,000 events from the three major U.S. carriers, the research found that a device's actual location was within ±0.1 miles of the reported Timing Advance distance approximately 89% of the time. This supports the continued value of Timing Advance as a reliable source of location evidence when interpreted appropriately.  

The paper also explores factors that can influence accuracy, including: 

  • Different carrier implementations 

  • Rural versus urban environments 

  • Distributed Antenna Systems (DAS) 

  • Large cell coverage areas 

  • Device variations 

  • 4G and 5G network architecture 

Importantly, the research reinforces that Timing Advance should not be viewed as evidence of an exact location. Instead, it should be used to identify a probable area where a device may have been located and considered alongside other investigative and geolocation evidence.  

Cellular Point Location Estimates: Accuracy & Reliability Testing 

The second paper examines Cellular Point Location Estimates (PLEs), sometimes referred to as Specialized Historical Location Data (SHLD). 

Unlike Timing Advance, which is based on standardized cellular measurements, Point Location Estimates are generated using proprietary carrier algorithms and are often presented as specific coordinates accompanied by a confidence radius or uncertainty measure.  

Because these calculations are based on proprietary methodologies, there has historically been limited independent research into their reliability. 

To address this, Forensic Analytics conducted testing across more than 8,300 events on AT&T and T-Mobile networks. 

The findings showed that devices fell within the reported confidence radius approximately 40% of the time, while devices were either within the reported radius or within 0.1 miles of it approximately 62% of the time.  

The research suggests that Point Location Estimates can provide valuable investigative intelligence and help identify areas where a device may have been located, but they should not be interpreted as evidence of a device's exact position.  

Why This Research Matters 

As digital investigations become increasingly dependent on location evidence, understanding the reliability, limitations, and appropriate interpretation of that data is essential. 

Both papers emphasize an important principle: cellular location data is most valuable when used to support investigative decision-making, identify areas of interest, and corroborate other forms of evidence rather than as standalone proof of an exact location.  

By providing independent testing and transparent analysis, these publications aim to help investigators, analysts, prosecutors, and forensic practitioners make more informed decisions when evaluating cellular geolocation evidence.
